Haulage Activities, Parking Regulations and Traffic Management within Bwari Area Council
Loading/Off-Loading & Parking Control Bye-Law No. 8 of 2016
Part IX — Bwari Area Council FCT Abuja, Nigeria (As Amended)Pursuant to the provision of Section 7 and the Fourth Schedule to the Constitution of the Federal Republic of Nigeria 1999 (as amended), and other relevant sections of the Local Government Act, Laws of FCT Abuja 2006, this Bye-Law governs loading/off-loading, haulage activities, parking, and traffic control within the territorial jurisdiction of the Bwari Area Council.
Loading, Off-Loading & Haulage Activities
Section 1 — Fees, Levies & ChargesAll companies, persons, corporate bodies, establishments, transporters, transport companies, owners of warehouses, depots, quarries, construction sites, workshops, open spaces, factories, farmlands and estate facilities operating or carrying out business/commercial activities within the territorial jurisdiction of the Bwari Area Council shall pay a fee, levy or charge on every single loading/offloading and other haulage activities at the points of loading or discharge.
Impoundment of Non-Compliant Vehicles
- Where a vehicle is found operating haulage activities without evidence of payment of prescribed fees, it shall be impounded by the authorized person and towed to the Area Council premises or the nearest police station.
- The owner may recover the impounded vehicle upon payment of prescribed fees plus an additional ₦1,000 for every subsequent day spent within the Area Council premises.
Parking Fees & Car Park Rules
Section 3 — Authorized Car Parks- A minimum parking fee of ₦100.00 and a maximum of ₦500.00 per vehicle (depending on type) shall be payable for use of any authorized car park between 6:00 am and 6:00 pm.
- The vehicle owner shall obtain an official ticket and show same to the Park Wardens on demand.
- Annual fees for corporate bodies and establishments shall be charged at 10% of every single loading and offloading, payable not later than 14 days from the Demand/Reminder Notice date.
- Any appeal against an Assessment or Demand Notice must be filed within 30 days from the date of the decision being appealed.
Powers of the Area Council
Section 4 — Regulatory Powers- Provide and maintain parking lots and truck terminals.
- Charge fees on private commercial parks and parking facilities.
- Issue permits on private parking development and enter into contracts for provision and management of parks.
- Provide facilities for the removal of vehicles contravening this Bye-Law.
- Maintain proper records containing particulars of each removed vehicle, the date of removal, and the facility in which it is kept.

The following vehicles are exempt from the provisions of this Bye-Law:

These charges/fees are subject to review by the Area Council when necessary.
